Building Trust in Health Information Exchange Data
The National Committee for Quality Assurance (NCQA) recently released an issue brief that showcases strategies and opportunities to advance the use of electronic clinical data for quality measurement and improvement. NCQA has been piloting with a new HEDIS® reporting method called Electronic Clinical Data Systems (ECDS). NCQA ECDS reporting “provides a standardized way to use and report structured data from a variety of electronic data sources, including but not limited to claims, EHRs, case management systems, registries and health information exchanges (HIEs)”.
As ECDS encourages the sharing of data across disparate sources, it is a critical part of NCQA’s larger digital measures strategy. Even further, ECDS reporting gives HIEs another way to deliver value back to their payers.
As ECDS reporting is still in its infancy, NCQA conducted interviews with health plans to better understand perceptions and obstacles to using electronic clinical quality data, like HIE data, for quality measurement and improvement through ECDS reporting. One of the noted barriers to better, more complete clinical data across systems was “Concerns about the quality and completeness of data from HIEs and case management.” Understanding that data quality is a critical dimension to deliver any value back to any HIE participant, especially health plans with HEDIS reporting, here are a few ways you can build trust in your data with your participants.
- Demonstrate your adherence to rigorous data integrity standards by obtaining NCQA Data Aggregator Validation (DAV) status
- Encourage transparency by sharing a few key metrics that communicate the robustness of your HIE data
- Raise awareness by helping your participants understand your data governance and security processes
- Help participants understand the integrity of their own submitted data by providing data quality reports
- Inspire trust by sharing how the HIE data is solving different use cases
HIEs are no longer sought out just for their ability to provide the Community Health Record and support data exchange. Rather, health care organizations and providers are looking to HIEs to meet the growing needs related to population health and value-based care.
